Orgs demand capital punishment for rapist

ITANAGAR,  Jul 03: Arunachal Pradesh State Commission for Women (APSCW), All Arunachal Pradesh Students’ Union (AAPSU), Nyishi Elite Society (NES) and various other organisations have  condemned the gruesome act of rape and murder of a minor girl at Bhalukpong on Tuesday in strongest terms. The organizations said that the rapist deserves capital punishment considering the gravity of the crime he committed.

Twenty-two-year-old rapist, an acquaintance of the child lured her from her Khula Camp area, took her to the secluded tourist lodge, raised her modesty, murdered before dumping her body in the nearby jungle, which he had admitted to the police during interrogation.

Taking serious note of rising incidents of crimes against women and children, the State Women Commission has urged the State Government and law enforcing authority to take stringent measures to check such crimes in the state. APSCW has also sought status report of the case from the authority concerned. The Women Commission also sought status report on pregnant woman assault case at Kharsang from police/authority concerned.

According to a report, a six months pregnant woman was assaulted by Assam Rifles personnel at Kharsang of Changlang district on June 28.

Meanwhile, All Arunachal Pradesh Students’ Union announced to ensure capital punishment to the rapist at a massive public rally at Bhalukpong today.

“There is no place for a criminal in a tribal society, who visibly resorted to cold blooded murder of an infant girl”, AAPSU president Kamta Lapung told the rally, organised jointly by the AAPSU and the women’s group of Bhalukpong.

“It is a heinous crime against women, and should not be politicised, communalised and given any colour to create hurdle in the legal process,” Lapung said, adding that AAPSU, which always advocates against crime against the women, would continue to fight for justice to the bereaved family and for the departed soul to rest in peace.

Thousands of members of the civil society rising above all distinction attended the rally to reflect that the tribal abhor such crimes. As Arunachal Pradesh witnessed few barbaric incidents of such nature in the recent past, the apex students’ body would demand fast tracking of all those cases to grant speedy justice, Lapung added.

Condemning the inhumane and dastardly act in its strongest term, the Nyishi Elite Society (NES) said that the rapist deserves capital punishment considering the gravity of the crime he committed. However, it said that “let law take its own course.”

NES appealed everyone to exercise restraint and ensure that peace is maintained after the incident.

It lauded Police for apprehending the rapist within few hours of the incident.

The Nyishi Nyem Acham (NNA) has also expressed shock over the barbaric act where a minor girl was raped and murdered at Bhalukpong yesterday.

In a release, while condemning the heinous act, the NNA demanded that the rapist  be punished with the toughest of law.

State Govt should stop lighting yellow light, start action, says NBCC

Staff Reporter

ITANAGAR, Jul 03: “State government should stop lighting yellow light. It is time to start taking action,” said President, Nyishi Baptist Church Council (NBCC) Techi James Tara in a press conference held at Press Club here today.

On May 21 last, some miscreants belonging to Assam had demolished a Baptist Church at Dikalmukh in East Kameng district, as alleged by some onlookers.

Reiterating state government’s inaction in the demolition of a Baptist church at Dikalmukh in East Kameng district on May 21 last allegedly by Assam authorities, while handing over a copy of representation letter submitted to the chief minister asking for justice, Techi said, “It’s been more than a month since the incident took place which was led by DFO Bishwanath Chariali and Police Station In-charge Behali and we are yet to see any action from the government side.”

“Why is the government still silent on the issue? Why has there been no initiation from the government side? Indian being a secular country, do we have to keep suffering? Or the government wants us to take things in our hand?,” Techi  questioned adding, “I am afraid this attitude of the state government will corrode the secular status of our state.”

The Council in the representation has demanded the state government to investigate the matter, to identify culprits involved in it and book them under appropriate section of law.

Claiming that the Seijosa Police Station in-charge in spite of lodging FIR of the case did not initiate any action against the same, the Council demanded suspension of the PS In-charge saying the in-charge be replaced with an efficient officer who would look into the case.

“The state government should also ask his Assam counterpart to hand over the perpetrators of the attack to Arunachal Police for free and fair trial,” Techi said.

“If the demolition was done on the basis of boundary issue, they should have served a notice. There was nothing. No other building was attacked, why only the Church?” claimed vice president NBCC John Panye.

“In a secular country, we have all the rights to be protected” general secretary NBCC Rev Halli Likha said further adding, “We respect other religions and we also expect other communities to respect us.”

The fight against corruption and all in between

Appu Gapak

Last month we saw a group of students from a Govt. school in Itanagar resorting to a movement against the principal demanding his ouster alleging misappropriation in fee structure and the failure to run the institution properly.

“We want to tell everyone what wrong is going on in our school. The fee structures are much higher than the fees that our friends studying in other govt. schools are paying. This is wrong and this movement should be a lesson for other schools as well which take so much money in the name of this and that fund,” one of the agitating students had said.

No, they are not the only one. Every day we see many organizations fighting against misappropriation of ‘this and that’.  And then, there are lots more coming as we all know with the number increasing on a daily basis, as we can see in our local dailies.  ‘Whistle-blowers’ - we call them.

These are just instances of the fight against the anomalies, or the better known ‘corruption’, that we see is swallowing our only 26 year old state into its delirium.

But then we also live in the same system where we see people paying bribes to the government employees just because they want their work to be done hassle-free, not like the usual sluggish drag that government works take to be done. And there are percentages too, from the lower grade officers to the people operating on the top. The officeholder expects and people give in. And in some case, people give even when the officials do not expect.

People are ever ready to pay for a job even before he/she applies for it. When caught violating the traffic rules and even before they are asked to show the license, they prefer to ‘offer the dough’ since it is easier than losing your precious time. People in the garb of running a civil society organization portraying themselves as anti-corruption squads are actually in the pursuit of filling up their sacks. It is as obvious as that.

When we do talk about curbing corruption, even before Jan Lok Pal bill was discussed, Right to Information (RTI) Act has always been there since its adaptation in the year 2005.

It is a powerful weapon in the hands of the people to fight corruption. Introduction of RTI in the system shows the sincerity of the government towards its people. It speaks of the need to bring transparency in the system. Nothing rattles a bureaucrat more than a question that would expose his wrong-doing.

But the power that was given to the common public to curtail corruption is being used the other way round. The supremacy that was to pave way for lucidity in the system has become numb. Many of the people, not to say few, are using the power to blackmail the government employees forcing them into heeding to their certain demands.

Is there a sure-shot remedy for corruption when society itself is corrupt?

It’s the people’s greed that is making corruption grow into manifold. It is there because we exploit one another’s weaknesses and needs. There has to be a moral reawakening. Availability of the responsibilities that each of us has towards the society.

Public resent poor infrastructure, educational scenario

Correspondent

DAPORIJO, Jul 03: The public of Daporijo have finally woke up to draw the State Government’s attention towards the poor education scenario of their district.

Alleging step-motherly treatment, a group of villagers from Bami Bate Dargung has decided to fight tooth and nails for their basic right (education).

They have also lodged complaint with the Deputy Commissioner highlighting the poor school infrastructure in Piya village under Giba circle. They alleged, the school building was lying in dilapidated condition due to apathy of the authority concerned to maintain it. They further alleged that some people have erected their own permanent structure by dismantling the school building.

The Deputy Commissioner was also informed of teachers’ absenteeism. According to them, many teachers are reluctant to stay at their respective posting places.

In Upper Subansiri district, many Government schools exist on paper/official record only. Many schools have no proper infrastructure and lack teaching staff. A single teacher has to play different roles in many schools. There are also schools in villages where there is no student, they claim. The teachers posted in those schools are reportedly staying at Daporijo doing their personal business. But who cares?

“Why does the authority not check this malpractice”?

Meanwhile, students of Govt. Hr. Sec. School, Daporijo are going to stage dharna at Daporijo Market area and in front of the DC’s office tomorrow to register their protest against the ‘pathetic condition’ of their school.

Admission process for the academic session 2013-14 has already started in the lone higher secondary school of Daporijo. Police have been deployed in the school campus to maintain law and order as thousands of students from various schools within and out side Daporijo are seeking admission in the school. At the same time, a good number of students from outside Daporijo have been deprived of getting admission in the school due to shortage of teacher, classroom etc.

A student from poor economic background, who could not get admission in the school, said in frustration that “I will have to discontinue my study.”

The overcrowded student of the Govt. College, the Hr. Sec. School and Town Middle School, Daporijo has also disturbed the academic atmosphere as the college and both the schools are located at almost in same campus.

Meanwhile, Principal D Lego informed that the numbers is likely to cross 300 after the declaration of Class X compartmental exam. She further informed that due to shortage of subject teachers, Class XI (Humanity) could not be divided into sections.

While highlighting various problems in running the school smoothly, Principal informed that the school is in shortage of 2 senior teachers of Biology and Economics due to retirement of two Senior Teachers of the school last year. She also informed that the Senior Teacher of History Subject is retiring on this month. However, she informed that there is excess of Junior Teachers in Science (PCM) but shortage of English and Social Science Teachers.

She also informed that due to non-clearance of pending telephone bills for the last many years due to non-provision of fund, the land telephone line of the school has been disconnected by the BSNL authorities. There is notice of disconnection of water pipe line as well as electric line to the school due to non-clearance of bills. She requested the authorities to provide fund for the same for smooth functioning of the school.

Save Nari-Seren area from Assam

Dear Editor,

Through your esteemed daily I on behalf of the public of Nari-Seren Anchal block would like to request the ZPM,ASM and especially our hon. MLA to take swift and strong measures to stop the encroachment of Nari area land by Assam. If you can't reclaim our lost land, atleast protect the lands that are still ours. Without peace and security, development is of no use, as it’s like a great building without a boundary wall. Though there is doubled storey ADC office, mini stadium, high mast light towers, PHC etc. in Nari, about hardly 1km from here the Assam IRBN camp is located. We have to pass through Assam to get Nari. Shortly we would suggest for construction of a check-gate, govt. offices or welcome to Nari board at Lumpo village, immediately completion of NEC road. The Nari forest reserve now named korai baari by Assam can be secured by construction of barbed-wire fencing (about 2-3kms) from Lumpo to Nari River excluding the encroached land and deployment of IRBN personnel to guard it. As the saying goes it’s "better late than never\".

Let’s make Arunachal smoke Free State

Dear Editor,

It's high time we all know about the ill effects of smoking. Therefore through your esteemed daily I would like to make people aware of the law on Public Smoking that was implemented almost 5yrs ago. Smoking in public is banned under Prohibition of Smoking in Public Place, 2008.

According to the law, (1) Places where smoking is restricted include auditoriums, movie theatres, hospitals, restaurants, hotels, parks, market places, public transports and their related facilities like airports, bus stands/stations, railway stations etc. (2) Anybody violating the law will be charged with a fine of Rs 7200. (3) The sale of tobacco products within 100 yards of educational institutions is also prohibited.

It is not surprising for us to see everyday people smoking in bus stands, market place, parks etc. I feel irritated to see people smoking around hospitals. Please have some concern for the patients inside. I don't understand why the policemen or any of their kind doesn’t take any action against them.

I appeal to all my beloved citizens to be aware of the law and stop smoking in public place. You are free to smoke in your own private place if you really want to ruin your life. But you don't have the right to destroy others life. I kindly request the concerned authorities to take action in this regard and help us TO make Arunachal a Smoke Free State.

Yours,

Kago Kanya

Use electricity judiciously

Dear Editor,

Electricity is a form which is very much familiar to us. Electricity is defined as the energy produced by charged particles. It is used for lighting our homes, operating electronic equipments and even for charging devices like the mobile phones, computer, refrigerator, Television etc. Many of us do not care about the wastage of electricity done in our daily life. They do not realize the importance of saving electricity.

Electricity is very much helpful to us I agree. But its careless use can lead to many problems example like the global warming. However, if we use it efficiently, we can save a lot of money. Ultimately by this, we can get to know that using electricity efficiently is very much helpful to us. There are many steps of using electricity efficiently, some of them are as follows:-

(i)        Uses of more CFL bulbs.

(ii)       Avoiding usage of equipments like heater etc during evening.

(iii)      Switching off the Refrigerator’s whenever it is not in use especially during cold winter days.

So, my dear people of Arunachal Pradesh I cordially request all of you to utilize electricity efficiently because it not only prevent global warming to some extent but can also save us a lot of money.

Urbanisation threatens sustainable development

Without fresh ideas to address rapid urbanization, the number of people living in slums lacking access to basic infrastructure and services such as sanitation, electricity, and health care may skyrocket from one billion at present to three billion by 2050, the United Nations reported.

That wake up call is one of several alarm bells sounded in the UN World Economic and Social Survey 2013, which was launched on 2nd July in Geneva and which focuses this year on sustainable development and the challenges facing its economic, social and environmental dimensions.

According to the Survey, the vision of promoting economic and social wellbeing while protecting the environment has not been achieved due to rising inequality, gaps and shortfalls in development partnerships, rapid population growth, climate change and environmental degradation.

The Survey, produced by the UN Department of Economic and Social Affairs (DESA), examines three key challenges to sustainable development - sustainable cities, food and nutrition security and energy transformation. These were also among the main focuses of the historic UN Conference on Sustainable Development, held in Brazil last year and known as Rio+20.

According to the Survey, sustainable development of urban areas requires integration and coordination, and investment to tackle land-use issues, food security, employment creation, transportation infrastructure development, biodiversity conservation, water conservation, renewable energy sourcing, waste and recycling management, and the provision of education, health care and housing.

Along with food and nutrition security, the Survey highlights the critical need to find creative mechanisms to promote forward-looking energy efforts, such as the Secretary-General's Sustainable Energy for All initiative. It aims at achieving three linked global targets by 2030: universal access to modern energy services; the doubling of energy efficiency; and the doubling of the share of renewable energy in the world's energy mix.
